我只是用Google搜索你的好奇application/force-download MIME類型。我不知道，誰發明了這個，但看起來，它不存在。見http://mimeapplication.org/force-download.html

這意味着，IE可能不喜歡它。改爲使用application/octet-stream。據我記得firefox打開每個MIME類型的下載對話框，這是註冊與「顯示下載對話框」，或者它根本不知道。在這種情況下，FF可能不知道類型。
