Linux網絡調度器（tc qdisc）中名稱爲POLICED的術語是什麼？

POLICED表示入口數據包的速度將受到限制，超出的數據包將被丟棄。

我在include/linux/netdevice.h中看到了一條評論「skb是警察槍殺」。

這當然是一樣的，但這個名字背後有什麼故事嗎？
