任何方法我剛剛遇到同樣的錯誤。來自不同系統的測試，看來xmlsoap.org網站是不規律不可用：

$ GET http://schemas.xmlsoap.org/soap/envelope/ 
Can't connect to schemas.xmlsoap.org:80 (Connection timed out) 

所以最好的辦法就是緩存在本地。
