我有這個問題too.And我通過下面的解決了這個問題：

1. 檢查所有的RabbitMQ和Erlang都沒有非ASCII字符的路徑;
2. 確保的RabbitMQ的所有文件位置必須通過設置RABBITMQ_BASE環境變量this沒有非ASCII字符說：

   RABBITMQ_BASE This base directory contains sub-directories for the RabbitMQ server's database and log files. Alternatively, set RABBITMQ_MNESIA_BASE and RABBITMQ_LOG_BASE individually.

根據rabbitmq-env.bat： REM Make sure $RABBITMQ_BASE contains no non-ASCII characters.
