我會更好，只是拆分2個htaccess的文件。

在/.htaccess你把Drupal的規則，再加上一個規則在頂部不要重寫從/forum/開始的網址。所以只要把這個放在頂部：RewriteRule ^forum - [L]

在/forum/.htaccess你把phpbb htaccess規則，加上RewriteBase /forum。
