Index.html直接訪問tomcat時返回404

我安裝了tomcat。根文件夾是/ var/lib/tomcat7/webapps/ROOT，它有一個index.html文件。這個文件可以被訪問爲server-ip：8080。但是server-ip：8080/index.html返回404。爲什麼會這樣？

這有可能是當你從你的web.xml的歡迎文件列表（通常定義爲這樣的服務服務器的:)

<welcome-file-list> 
    <welcome-file>index.html</welcome-file> 
</welcome-file-list> 

它比當您嘗試直接導航到不同的權限。
