serviceHost = new ServiceHost(typeof(UserManagementService)); 

，而不是爲UserManagementService創建ServiceHost的，在這裏用你的實際WCF服務類名。這行代碼將創建一個Windows服務的實例，而不是WCF服務。我能夠使用它修復我的問題。
