每個面板的高度由面板內JTable的大小決定。
如果沒有足夠的JPanel填充JScrollPane，則剩餘空間應該爲空。
只要有足夠的面板，我的BoxLayout方法就可以很好地工作。
如果我將 TEST_NUMBER_OF_PANELS設置爲50，則其行爲類似於不受限制。 如果我將 TEST_NUMBER_OF_PANELS設置爲2，則調整面板的高度以填充整個滾動條。
