PostFile做了一個HTTP POST。
但你的服務只允許GET，PUT和DELETE因爲在您的示例代碼的第一行的路線：

[Route("/Pictures/{Id}", "GET, PUT, DELETE")]

解決方案：

無論是包括POST在您的路線：

[Route("/Pictures/{Id}", "GET, PUT, DELETE, POST")]

...或者只是省略HTTP動詞：

[Route("/Pictures/{Id}")]
