`willPresent notification`不被調用＆本地通知不會顯示當應用程序在iOS 10的前景

當我第一次運行我的應用程序時，模擬器能夠顯示通知，而應用程序在前臺。當我重新啓動該應用didReceive notification:（即從通知的iOS 9方法）被調用，而不是willPresent notification（即通知方法從iOS的10）和沒有任何通知被顯示而應用程序是在前臺。但是，如果應用程序在後臺，則會顯示通知。這個question或這個question都不能解決這個問題。
