問題是安裝程序osx-intel未標記爲可執行文件。還需要sudo權限。

從終端，相同的目錄中安裝程序：

$ chmod +x ./PlasticSCM-5.4.16.633-osx-installer.app/Contents/MacOS/osx-intel 

    $ sudo ./PlasticSCM-5.4.16.633-osx-installer.app/Contents/MacOS/osx-intel

成功！
