WSE 3.0 Windows 7兼容性

原來的問題確實是一個類似於在XP這需要一個註冊表修復。我使用Wireshark來檢查SSL請求和響應。所以事實證明，我打電話給的網絡服務，使用舊版本的SSL（版本3.0），在Windows 7上默認不再支持。

修復是增加這行代碼強制客戶端使用SSLv3：

ServicePointManager.SecurityProtocol = SecurityProtocolType.Ssl3;
