這似乎是Windows下的pip中的一個bug。

以下步驟幫我解決該問題： 1.卸載PIP：

python -m pip uninstall pip setuptools

重裝用[此腳本] PIP [1]。從VENV內

運行get-pip.py

這應該解決這個問題。
